Some members of the conservative Freedom Caucus propose maintaining current funding levels as a de facto spending cut, given the usual upward trajectory of federal expenditures. Republicans have struggled to implement substantial cuts, and any attempt to renew existing funding might face resistance from Democrats seeking increased allocations.
