Election Commission Revises Bihar Voter List

The Election Commission has announced a significant revision of the electoral roll in Bihar, resulting in the removal of 52 lakh voters. This decision was made to ensure accuracy in the voter list ahead of upcoming elections. The commission identified that 18 lakh voters were deceased, 26 lakh had relocated to different constituencies, and 7 lakh were registered in multiple locations. This comprehensive review aims to maintain the integrity of the electoral process.

Draft Electoral Roll to Be Published on August 1

The commission has assured that all eligible voters will be included in the draft electoral roll set for publication on August 1. This initiative is part of a Special Intensive Revision (SIR) process, which is crucial for preparing an accurate voter list before the assembly elections. The commission emphasized that any voter who submitted their enumeration form, regardless of accompanying documents, will be included in the draft.

Public Objections and Final Roll Publication

To address concerns about potential omissions, the Election Commission has provided a window from August 1 to September 1, 2025, for the public to file objections regarding additions, deletions, or corrections in the draft rolls. This period allows for necessary adjustments to ensure no eligible voter is left out. The final electoral roll will be published on September 30, with provisions for new voters to enroll up until the last date of nominations.

Efforts to Include All Eligible Voters

The commission has mobilized an extensive network comprising nearly 1 lakh Booth Level Officers (BLOs), 4 lakh volunteers, and 1.5 lakh Booth Level Agents (BLAs) from major political parties to locate voters who have not yet submitted their Enumeration Forms (EFs). This collaborative effort underscores the commitment to include every eligible elector in the final list.

Legal and Constitutional Framework

The Election Commission has defended its actions in court, asserting that the revision process is conducted under its constitutional mandate as per Article 324. The commission maintains that this exercise is essential for upholding democratic principles and ensuring fair elections in Bihar.
