Dual Appointments for BEST GM Post Highlight Fadnavis-Shinde Tensions

A significant administrative conflict has emerged in Maharashtra, highlighting tensions between Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde. The controversy centers around the appointment of the General Manager for the Brihanmumbai Electric Supply and Transport (BEST). On August 5, two conflicting appointment letters were issued by different departments of the Maharashtra government, each naming a separate officer to the same position.
The Urban Development Department, led by Mr. Shinde, appointed Ashwini Joshi as the new General Manager of BEST. However, within hours, the General Administration Department, under Mr. Fadnavis, issued another circular appointing Ashish Sharma to the same role. This dual appointment has led to confusion and raised questions about the coordination within the state government.
The Kaamgar Sena, a workers’ union affiliated with Shiv Sena (UBT), criticized the government for this administrative confusion. Suhas Samant from Kaamgar Sena noted that Ashwini Joshi was initially assigned additional charge but appeared to decline it, leading to Ashish Sharma’s appointment. This incident reflects a broader reluctance among IAS officers to engage with BEST’s challenges.
Opposition leaders have accused the government of engaging in a “turf war.” Congress state president Harshwardhan Sapkal described the situation as a “gang war” between Mr. Shinde and Mr. Fadnavis over lucrative positions. This internal conflict is seen as undermining public confidence in the government’s ability to manage key appointments effectively.
The incident has broader implications for governance in Maharashtra. As Mr. Shinde travels to Delhi amid these tensions, speculation grows about Mr. Fadnavis’ influence over ministerial decisions and actions against Shinde’s loyalists. Shiv Sena (UBT) leader Aaditya Thackeray criticized the lack of coordination between the CM and DCM, suggesting that this discord is detrimental to state governance.
In response to these developments, the BEST wing of Shiv Sena (UBT) has allied with Maharashtra Navnirman Sena ahead of upcoming credit society elections. This alliance aims to strengthen their position in future battles within BEST.
The Mumbai Congress has also raised concerns about worker issues within BEST, citing delayed salaries and inadequate safety measures. They have called for a Special Investigation Team (SIT) probe into alleged fund misappropriation and misuse of BEST land.
