Jacksonville Mayor Donna Deegan has described a viral video showing a police officer punching a driver during a traffic stop as “disturbing.” The incident, which occurred in February but gained widespread attention last week, has prompted an investigation. Mayor Deegan emphasized the importance of due process and urged the public to remain patient as the investigation unfolds. She acknowledged the community’s frustration, stating, “I understand the angst and upset,” while expressing hope for a fair resolution.
The video captures William McNeil Jr. being confronted by an officer who smashes his car window and demands he exit the vehicle. The confrontation escalates when McNeil is struck in the face and forcibly removed from his car. The initial interaction began with McNeil questioning why he was stopped, as he was informed his headlights were off during inclement weather. Bodycam footage released by the Jacksonville Sheriff’s Office shows McNeil refusing to provide his license and registration, leading to the officer’s aggressive actions. A large unsheathed serrated knife was reportedly found on McNeil’s vehicle floorboard.
The incident has sparked national outrage, with civil rights attorneys Ben Crump and Harry Daniels representing McNeil. They argue that racial bias played a role, as McNeil is Black and the officers involved are white. In their statement, they highlighted that McNeil was calm and compliant, yet faced violence over a questionable traffic stop.
Sheriff T.K. Waters has released extended bodycam footage and initiated both criminal and administrative reviews of the officers’ conduct. While the state attorney’s office found no criminal violations by the officers, administrative reviews continue. Mayor Deegan praised Sheriff Waters for his transparency but refrained from making judgments due to potential legal proceedings.
Mayor Deegan reminded citizens of Jacksonville’s consolidated government structure, where she and Sheriff Waters have distinct roles. She urged patience from the public while investigations proceed, emphasizing her faith in the process to deliver justice.
