California Democrats, led by Governor Gavin Newsom and Attorney General Rob Bonta, are planning to redraw the state’s congressional maps in 2025 or 2026, well before the next census. This move has sparked significant controversy, with accusations of an unconstitutional power grab aimed at securing Democratic dominance in the state. Critics argue that this redistricting effort is designed to silence millions of voters and cement one-party rule in California.
Steve Hilton, a Republican candidate for governor, is launching a legal battle against this plan. He argues that redrawing the maps without a new census violates Article 21 of the California Constitution, which mandates redistricting once per decade following the national census. Hilton plans to challenge this in both state and federal courts, citing violations of the Equal Protection Clause of the U.S. Constitution.
The last redistricting cycle in California was criticized for being manipulated by partisan operatives, resulting in Republicans receiving only 17% of congressional seats despite securing 40% of the vote. The proposed mid-decade redistricting could further reduce Republican representation to just 7%, despite millions of Californians voting Republican. Hilton argues that fair representation would grant Republicans an additional 12 House seats.
Since the last census, California has experienced a net population loss of nearly 500,000 people, driven by factors such as high taxes and unaffordable housing. Critics argue that redistricting without updated population data would be based on guesswork rather than facts, violating both state and federal constitutional standards for equal representation.
Hilton is committed to fighting what he sees as an assault on democracy. He proposes reforms to ensure nonpartisan redistricting, including using artificial intelligence to draw maps based on neutral criteria. As a gubernatorial candidate, Hilton pledges to reverse any gerrymandering efforts and ensure fair representation for all Californians.
