President Donald Trump has signed the VA Home Loan Program Reform Act into law, introducing a partial claims payment program designed to help veterans avoid foreclosure. This new initiative under the Department of Veterans’ Affairs (VA) Home Loan Program allows veterans who are behind on mortgage payments to add these payments to the end of their loan term. This move aims to provide financial relief and stability for veterans facing economic challenges.
The partial claims program replaces the Veterans Affairs Servicing Purchase (VASP) program, which was established in 2024 during the Biden administration but was discontinued by the Trump administration in May. The VASP program involved the VA purchasing delinquent loans from mortgage servicers, adjusting them, and offering borrowers a fixed 2.5% interest rate. However, it faced criticism from Republicans for being implemented without Congressional input and for potentially endangering the VA home loan guarantee program while imposing a financial burden on taxpayers.
The VA Home Loan Program Reform Act garnered bipartisan support, with the House passing its version in May and the Senate following suit in July. Leaders from both the House and Senate Committees on Veterans’ Affairs emphasized that this legislation provides essential tools for veterans facing financial difficulties, helping them maintain home ownership and avoid foreclosure. The VA Home Loan Program has been a cornerstone benefit for veterans since 1944, aiding them and their families in building home equity.
