The Trump administration has issued a demand for a $1 billion settlement from the University of California, Los Angeles (UCLA) to address allegations of discrimination and antisemitism on campus. This settlement is proposed in exchange for the restoration of over half a billion dollars in frozen federal grant funding. The administration’s proposal, sent to UCLA on Friday, outlines that the university must pay the federal government in multiple installments. Additionally, UCLA is required to establish a $172 million claims fund for alleged victims of violations under Title VII of the Civil Rights Act, which prohibits employment discrimination based on race, color, religion, sex, or national origin.
The Justice Department has already suspended $584 million in federal grants to UCLA after determining that the university violated the Equal Protection Clause of the 14th Amendment and Title VI of the Civil Rights Act of 1964. This action underscores the severity of the allegations and the potential financial impact on UCLA.
UC President James Milliken responded to the settlement proposal by stating that the university system is reviewing the document. He emphasized that as a public university, UCLA is responsible for managing taxpayer resources wisely. Milliken expressed concern that such a substantial payment would severely impact UCLA’s ability to fulfill its mission and serve its students and Californians effectively.
California Governor Gavin Newsom has voiced criticism over similar settlements involving Ivy League institutions like Columbia and Brown universities. He firmly stated his opposition to such agreements and pledged to fight against similar outcomes for California’s public universities.
In recent developments, Columbia University agreed to pay over $220 million to resolve federal civil rights investigations, including antisemitic employment discrimination claims. Brown University also agreed to a $50 million settlement over a decade with state workforce development organizations. Additionally, UCLA previously settled a lawsuit for $6 million with Jewish students and faculty over handling anti-Israel protests on campus.
