McGann’s teaching journey began at Donald Elementary in Flower Mound, Texas, during the 2022-2023 school year. Although placed on administrative leave due to concerns over classroom management and professional judgment, an internal investigation found no evidence of misconduct. He resigned in May 2023. Subsequently, McGann taught fifth grade at Spring Creek Elementary in Oklahoma before moving to Sand Springs Public Schools. Both districts confirmed that McGann passed all required background checks and left voluntarily without any disciplinary issues.

Parents who interacted with McGann described him as reserved and not particularly sociable. One parent noted his reluctance to engage with adults, focusing primarily on interactions with students. This behavior raised questions among some parents about his suitability as an educator.

Expert Analysis on Background Check Flaws

Former FBI special agent Bill Daly highlighted significant flaws in the current background check processes for educators. He emphasized that not all checks are comprehensive, often missing critical red flags due to varying state regulations and cost constraints. Daly pointed out the concept of “leakage,” where early signs of problematic behavior are overlooked, allowing individuals like McGann to move between districts undetected.

Daly urged parents to inquire about their school district’s hiring standards and background check procedures. He also encouraged school administrators to reevaluate their hiring practices in light of these allegations. The case underscores the need for more thorough investigations into potential hires to ensure student safety.
